The National Shipbuilding Research Program Advanced Shipbuilding Enterprise (NSRP ASE) is seeking summary proposals focused on reducing the costs associated with building and maintaining U.S. Navy ships. The program aims to implement industry-wide solutions that address common cost drivers by leveraging best commercial practices, adopting new technologies, and initiating industry-specific efforts. Successful proposals should emphasize aggressive technology transfer and be applicable across multiple U.S. shipyards, clearly demonstrating a strong business case with measurable project metrics. These projects are expected to deliver quantifiable value by lowering total ownership costs through reductions in acquisition expenses and fleet lifecycle management. The solicitation, identified as NSRP19-01 and posted on July 6, 2018, is unrestricted and encourages interested parties to refer to the NSRP website and Proposal Preparation Kit for complete details on submission requirements. Amendments to the Research Announcement, if any, will be updated solely on the NSRP website, not on FedBizOps. Contractors wishing to participate must follow specific instructions provided in the solicitation documents and maintain awareness of any updates. The contract point of contact is Scott Leecock, Contracts Administrator, based in North Charleston, South Carolina, available via email and phone for further inquiries.

The National Shipbuilding Research Program Advanced Shipbuilding Enterprise (NSRP ASE) is interested in receiving summary proposals for the research effort described below. The NSRP ASE program goal is to reduce the cost of building and maintaining U.S. Navy ships. To accomplish this, NSRP ASE is focused on industry-wide implementation of solutions to common cost drivers - these solutions include leveraging of best commercial practices, use of new technologies and creation of industry-specific initiatives. Successful projects are generally those that incorporate aggressive technology transfer and implementation by multiple U.S. shipyards. Projects should demonstrate value through articulation of anticipated return-on investment and clearly reduce total ownership costs with benefits that can be delivered by varied combinations of reductions in acquisition and Fleet lifecycle costs. The Research Announcement (RA) is posted on the NSRP website. It will be modified as necessary to reflect changes in government and/or industry priorities. Potential proposers are reminded that there are several requirements incorporated in NSRP Research Announcements that merit particular attention, particularly the need for a strong business case that can and will be supported by project metrics. Readers are strongly urged to review further details provided in this announcement and the NSRP Proposal Preparation Kit. See RA NSRP 19-01 for proposal due date. No amendments will be posted to FedBizOps. Interested parties shall follow the instructions in the attached file to obtain the solicitation and for checking periodically for possible amendments to the solicitation.
