Other Transaction Authority (OTA) Consortium Request for Proposals (RFP) Seabed-Subsea, Littoral, Asymmetric-Autonomous, Mining and Mine Hunting, Expeditionary, Robotic (SLAM2ER) Consortium

The Naval Surface Warfare Center, Panama City Division, is soliciting proposals through an Other Transaction Authority (OTA) to establish a consortium managed by a qualified firm to advance critical naval technologies in undersea, littoral, and expeditionary environments under the Seabed-Subsea, Littoral, Asymmetric-Autonomous, Mining and Mine Hunting, Expeditionary, Robotic (SLAM2ER) initiative. This contract opportunity targets consortium management firms capable of administering OTA agreements to support research, development, test, and evaluation across a broad spectrum of advanced military technologies, including command and control systems, robotic and autonomous systems, cybersecurity, advanced materials, modeling and simulation, mine warfare, expeditionary operations, asymmetric threat response, and spectrum warfare. The consortium must engage both traditional and non-traditional defense contractors and be prepared to manage projects with security classifications up to Top Secret/Sensitive Compartmented Information. The selected manager will oversee recruitment, financial management, contract execution, and compliance with government requirements, including secure handling of controlled and restricted information, and must demonstrate the ability to obtain and maintain a facility clearance. Proposals must be submitted no later than 2:00 p.m. Central Standard Time on August 3, 2026, and are governed by a draft OTA base agreement provided as an attachment. Applicants must be registered in the System for Award Management (SAM) with an active status, possess a Unique Entity Identifier and CAGE code, and certify their business size under NAICS 541611. While standard Federal Acquisition Regulation (FAR) clauses do not apply due to the OTA vehicle, fiscal and property laws, data rights, proprietary information handling, and flow-down provisions for classified material are enforced through negotiated terms. The government expects the consortium to deliver technologies spanning component-level development through system integration, with key capabilities including undersea precision navigation, AI-driven target recognition, oceanographic mapping, augmented reality for human systems integration, and additive manufacturing for rapid prototyping. All technical efforts must align with the detailed technology areas outlined in the official attachments, and responses must include documentation of facility clearance status or the capability to obtain one. This solicitation does not set aside funding for small businesses or other categories, and offerors must absorb all costs associated with proposal preparation.
