Solicitation # PE-66972-NONST-2027-000000011
The City of Byron is seeking proposals from qualified firms, contractors, or joint ventures to provide comprehensive administration, engineering, inspection, and construction services for its Stormwater Program. The selected partner will manage the operation of the City's Stormwater Utility, which includes five basins, ten contributing outfalls, 57 stormwater management facilities, and approximately 16 miles of pipes and culverts. The scope of work is divided into four primary tasks: program administration and NPDES compliance, engineering and inspection including GIS updates, and general public works support for small projects. The contract is for an initial three-year term with the possibility of two additional one-year extensions based on performance, with an annual budget of approximately $250,000. Qualified respondents must provide a Georgia licensed Professional Engineer and a Stormwater Inspector with GSWCC certifications. Proposals are due by 10:00 AM on November 19, 2026, and must be submitted as five hard copies and one PDF on a USB flash drive in a sealed package. Evaluation will be based on the best value, considering the firm's experience, resources, and the quality of the work plan. If the City requires presentations, the final selection will be based solely on presentation scores. Required documentation includes a cover letter, team resumes, a detailed work plan, and proof of Georgia licensure and insurance, including statutory Worker's Compensation and $1,000,000 in liability coverage. Additionally, awarded contractors must provide E-Verify documentation for non-citizen employees.

Full Description

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to award a Firm-Fixed Price (FFP) contract to Woodward Controls for Original Equipment Manufacturer (OEM) inspection services for the Woodward Atlas Controller on the basis that As the Original Equipment Manufacturer (OEM), Woodward, Inc. retains proprietary data rights over the Atlas controller system and software. Woodward, Inc. does not employ a network of authorized service providers, thus they are the sole source supplier of the required services. This equipment has not operated in a power system control environment in over 10 years, and having any contractor other than the OEM presents significant risk to the operation of the other Navy equipment that relies on the Woodward Atlas controller. Awarding this effort to a Contractor other than the OEM, will introduce risk and increased cost since Woodward, Inc. is the only vendor that possesses the engineering and technical knowledge to provide the essential inspection, testing and validation services.
