Nuclear Magnetic Resonance (NMR) Spectrometer Full Console Service

The Air Force Research Laboratory (AFRL/RZSM) at Edwards AFB, CA intends to issue a sole-source contract to Bruker BioSpin Corp. to provide NMR Full Console Service which is to include preventative maintenance, remedial maintenance, and upgrades for one (1) year. The anticipated contract will be a Firm-Fixed Price (FFP) Commercial Purchase Order under Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. The following service is to be procured: CLIN 0001 - Full Console Service: 1. BH000897 - DRX 2 Channel 400 2. BH063000 - AV Singlebay 2 Channel 300 3. BH075795 - DPX 2 Channel 300 The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A). This authority is supported by an approved sole source letter (which is attached to this notice). The applicable NAICS code is 811219 and the size standard, as defined by the U.S. Small Business Administration, is $19,000,000. This notice neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
