The contract pertains to the procurement of 10,167 plain assembled washers with NSN 5310-01-656-5953 under solicitation SPE4A6-26-Q-1161, issued by the ASC Commodities Division of the Department of Defense. Delivery is required within 98 days of award, with shipment destined to DLA Distribution in New Cumberland, PA. The item is subject to strict compliance with MIL-STD-2073-1E for packaging and MIL-STD-129 for marking and labeling, including barcoding and traceability requirements, though Item Unique Identification (IUID) is not mandated. Preservation methods must follow PRES MTHD:10 (CLNG/DRY:1), and mercury and mercury compounds are expressly prohibited in all packaging, preservation, and marking operations. Technical data associated with the item is controlled under ITAR or EAR regulations, restricting export and requiring prior authorization from the Department of State or Commerce; only contractors with approved JCP certification, completed export control training, and DLA authorization may access this data. Compliance with DFARS 252.225-7048 and export control protocols is mandatory, extending to foreign nationals and subsidiaries. The contract incorporates a comprehensive suite of FAR and DFARS clauses governing ethics, labor, environmental compliance, payment, dispute resolution, and subcontracting. Key clauses include the Buy American and Balance of Payments Program (Alternate II), prohibitions on hexavalent chromium and toxic materials, whistleblower protections, and restrictions on contractor employee confidentiality agreements. Contract administration requires electronic invoicing via Wide Area WorkFlow (WAWF), and payment is subject to prompt payment discounts and electronic funds transfer. Evaluation for award will be based on a best value trade-off, with past performance—particularly historical quality and delivery compliance—weighted most heavily, followed by other non-price factors approximately equal in importance to cost. Inspection is governed by MIL-STD-1916 with stringent acceptance quality limits: 0.1 AQL for critical defects, 1.0 for major, and 4.0 for minor. The contract includes no priced line items in the available record, rendering the total contract value undetermined, and no specific contract type (e.g., FFP or IDIQ) is stated. The solicitation requires adherence to CMMC Level 2 cybersecurity standards, and all offerors must submit valid UEI and CAGE codes,
