AI Contract Overview
The contract pertains to the procurement of 861 self-locking cone seat hexagon nuts with NSN 5310-01-064-3910, issued under solicitation SPE4A6-26-Q-0901 by the ASC Commodities Division of the Department of Defense. Delivery is required within 106 days after award to multiple locations including Fort Irwin, CA and Fort Stewart, GA, with FOB Origin terms placing responsibility for transportation and risk of loss on the contractor until the goods reach the designated origin point. The item is classified as a commercial item and must comply with MIL-STD-2073-1E for packaging and MIL-STD-129 for marking and barcoding, including manufacturer’s logo, lot number, and material identification as per MIL-STD-130N. Inspection and acceptance occur at the destination, with conformance verified against drawings and quality standards such as MIL-STD-1916 and FAR 52.246-2, requiring zero non-conformances unless otherwise specified. The contract mandates stringent cybersecurity and export compliance measures, including adherence to NIST SP 800-171 security controls under DFARS 252.204-7012 and submission of a Basic Assessment to the Supplier Performance Risk System, reflecting CMMC Level 2 requirements. Technical data associated with the item is subject to ITAR or EAR export controls, restricting dissemination to entities certified under the US/Canada Joint Certification Program and trained in DOD export control procedures. Contractors must comply with clauses prohibiting certain foreign telecommunications equipment, safeguarding covered defense information, and ensuring whistleblower rights, while also maintaining SAM.gov registration and submitting UEI and CAGE codes. Pricing is unlisted for all five line items totaling 861 units, making contract value uncalculable until pricing is finalized, and invoice submission is mandatory through WAWF with no alternative platforms permitted. Past performance, measured through SPRS assessments and historical delivery and quality metrics, holds equal weight with price in the best-value trade-off evaluation, and compliance with packaging, marking, preservation, and regulatory requirements is non-negotiable for acceptance.
