The contract involves the procurement of 132 units of NUT STRIP with NSN 5310-01-272-4823 under solicitation SPE4A6-26-T-13NY, issued by the Defense Logistics Agency’s ASC Commodities Division. Delivery is required to Texarkana, Texas, with a 121-day ADO (As Directed or As Ordered) timeline, and all items must comply with stringent military packaging and marking standards including MIL-STD-2073-1E for packaging, MIL-STD-129 for shipment labeling, and MIL-STD-130N for item identification with Data Matrix barcodes. The product is subject to export controls under ITAR or EAR, restricting technical data access to contractors with approved US/Canada Joint Certification Program certification, completed DLA export training, and DLA authorization. Packaging must use dry climate preservation methods with no preservation materials, and hazard communication requirements under 29 CFR 1910.1200 mandate submission of safety data sheets and approved hazard labels. Inspection and acceptance occur at destination, with sampling governed by MIL-STD-1916 or ASQ H1331 under a zero-nonconformance standard for critical attributes. The solicitation incorporates multiple FAR and DFARS clauses addressing small business representation, employment eligibility, trafficking in persons, cybersecurity safeguards, and sustainable products, with notable deviations for several clauses under DEVIATION 2026-00038. Offerors must provide UEI and CAGE codes, certify socioeconomic status including HUBZone eligibility which triggers a price evaluation preference, and comply with cybersecurity requirements per DFARS 252.204-7012. All proposals must be submitted electronically through DIBBS by August 13, 2026, and performance requires WAWF-based invoicing. Pricing details are not provided in the solicitation, and contract type remains unspecified pending award. Transportation is FOB Origin, requiring offerors to include full freight costs to a contiguous U.S. destination.
