The contract involves the modification and completion of an existing 100-foot long by 50-foot wide Butler-type prefabricated storage building at Moore Air Force Base in Edinburg, Texas, for the USDA APHIS Aircraft & Equipment Operations. The government has furnished the partially inventoried, unassembled structure, which originally included half-covered and half-open walls, but the requirement now demands full enclosure of all four sides with new wall siding, structural steel additions, and installation of one employee access door and one roll-up door. Concrete footings must be constructed to stabilize the structure on sloped terrain, and utilities must be integrated into the new facility. All work must comply with EPA and Texas state regulations, meet a 120 mph wind load certification, and be performed by EPA-certified technicians using new, unused materials. The project must be completed within 120 days of the Notice to Proceed, with final acceptance occurring at the designated site, APHIS-PPQ-7NAA, Building 6430. The estimated value of the contract is between $100,000 and $250,000, classified under NAICS code 332311, and is set aside entirely for small businesses. The solicitation is being processed as a commercial item acquisition under FAR Part 12 with a fixed-price contract type, and award will be made to the highest technically rated offeror with a fair and reasonable price, with no tradeoff between technical merit and cost. The contract includes numerous FAR clauses addressing construction labor standards, warranty, payment requirements, changes, and compliance with the Buy American Act and Davis-Bacon Act, with specific emphasis on contractor accountability through wage certifications, payrolls, and performance bonds. The contract requires full compliance with all applicable federal, state, and local building codes and mandates the submission of as-built shop drawings certified by a Texas-licensed structural engineer. All materials must be accompanied by Material Safety Data Sheets, and the contractor must adhere to strict workmanship and quality standards under clauses covering inspection, warranty, and material suitability. Payment terms are governed by the Prompt Payment Act, with invoices processed within 30 days of submission, though the designated payment office and invoicing platform (e.g., WAWF or IPP) are not specified. The contracting officer and point of contact is Erick Plamann, who also serves as the sole point for all communications, with questions and proposals required to be submitted exclusively via email by August
