Offerors responding to solicitation SPE7L1-26-T-489S for O-RINGS with NSN 5331-00-498-5737 must adhere to strict compliance requirements including the prohibition of covered telecommunications equipment under FAR 52.204-24 and DFARS 252.204-7016, and must confirm adherence to domestic sourcing regulations such as the Berry Amendment and Buy American Act, with revised thresholds now at $150,000. Any non-domestic materials require explicit disclosure. Quantity quotes must be submitted as ranges due to fluctuating demand on open purchase requests, though this does not apply to Auto IDC, and failing to do so may limit procurement flexibility. Offerors must also avoid proposing items manufactured via additive manufacturing unless prior approval is granted. All quotations must include manufacturer CAGE code, item name, service identification, and test number, and qualify against the Qualified Products List per FAR 52.209-1. Small business joint ventures must submit required certifications for specific status categories. Vendors must register via DLA’s AMPS system within two months to maintain access to the Vendor Shipment Module, and all WebServices users must update their schemas by specified deadlines or lose shipping capability. Fast Pay is not applicable, and any offeror unable to submit a bid by the closing date must submit a “No Bid” response on DIBBS with an anticipated quote date or reason to prevent assumption of non-procurability. APEX Accelerators offer free assistance to businesses seeking government contracting opportunities. The point of contact is Kelly Day at [email hidden], and submissions must be made via DIBBS before the response deadline of May 18, 2026, with delivery required within 97 days of award.

Fast Pay does not apply to this solicitation
QUALIFIED PRODUCTS LIST ITEM IN ACCORDANCE WITH FAR 52.209-1. CITE MFG.
CAGE, SOURCE CAGE, ITEM NAME, SERVICE IDENTIFICATION AND TEST NUMBER.
Due to the volatility of demands, and frequent quantity changes on open
purchase requests, offerors are highly encouraged to submit quantity
ranges when quoting. If a PR is evaluated manually, quoting ranges
provides the buyer the option to combine requirements or reduce the
quantity as needed without resoliciting or adding any additional
administrative burden for either party involved when making an award.
This does not apply to Auto IDC.
If you anticipate quoting on a solicitation after the closing date,
please submit a DIBBS quote with a bid type of “No Bid” and place an
anticipated quote date or the reason you are not willing to quote. This
does not prevent you from submitting an actual quote on DIBBS at a later
date. It will overlay your previous no quote. This informs buyers of
your intention to quote and prevents multiple calls for updates and
cancelling of requirements assumed to be non-procurable due to no
quotes/sources. The submission of an anticipated quote date does not
preclude DLA from making an award to another acceptable timely offer.
