OA-1K Travel/Mobility Pods

The U.S. Department of Defense, through the W7NV Uspfo Activity Okang 137, is soliciting commercial solutions for the procurement of three External Carriage Mobility Pods designed to attach to the pylons of the OA-1K aircraft for use by the 137th Special Operations Wing and the 17th Special Operations Squadron. The pods must comply with strict technical specifications including compatibility with the BRU-71/A ejector release unit with a standard 14-inch lug spacing, dimensional constraints not exceeding 130 inches in length, 22.5 inches in width, and 28.8 inches in depth, while ensuring a minimum usable volume greater than 9.0 cubic feet and a cargo capacity to empty weight ratio of at least 1.9. The pods must not interfere with the aircraft’s flight control surfaces or landing gear operations and must include center of gravity markings on the internal floor of the usable storage space. Delivery is required within 60 days of contract award, with maintenance and support extending through twelve months post-award. A comprehensive Technical Data Package must be provided to support U.S. Government airworthiness certification, including structural and aerodynamic analyses, weight and center of gravity data, qualification test results, and maintenance instructions. All items must be marked in accordance with MIL-STD-130 using enterprise identifiers, serial numbers, and DoD-recognized unique identification equivalents, and all packaging and shipment labels must be machine readable, verified using automatic identification technology compliant with Appendix A of MIL-STD-130. Subcontracts are permitted under FAR 52.244-6, but pass-through vendors and third-party representatives are explicitly prohibited. The acquisition is structured under a Lowest Price Technically Acceptable (LPTA) evaluation method, where only the lowest priced proposal that passes technical acceptability and price realism screens will be considered for award. Proposals must be submitted via email and all offerors must maintain an active registration in the System for Award Management (SAM), provide a Unique Entity Identifier (UEI), and comply with mandatory clauses including prohibitions on contracting with inverted domestic corporations, limitations on pass-through charges, security exclusions, combating human trafficking, and addressing DEI discrimination. Payment will be processed electronically through Wide Area WorkFlow (WAWF) using specified DoDAAC codes, and all deliveries are FOB destination with transportation costs borne by the contractor.
