The City of Oakland is advancing the second phase of its comprehensive Oakland 2045 General Plan Update, focusing on the Land Use and Transportation Element, the Estuary Policy Plan, the Open Space, Conservation and Recreation Element, the Noise Element, and the development of a new Infrastructure and Capital Facilities Element. This phase will also encompass necessary amendments to the Oakland Planning Code, Municipal Code, and Zoning Map to ensure alignment with the updated General Plan. The EIR being prepared will evaluate the environmental impacts of these changes, which are designed to reflect current conditions, evolving state regulations, climate change adaptation, and the City’s dedication to equity and environmental justice. The update will serve as the foundational policy guide for Oakland’s growth and development over the next twenty years. This effort follows the certification of the Phase I EIR in 2023, which addressed the Housing Element, Safety Element, and a newly established Environmental Justice Element, along with initial planning code revisions. Phase Two builds on that foundation by expanding the scope to include key elements shaping land use, transportation, open space, noise, and infrastructure. The project is being managed by the Bureau of Planning, with primary contact Daniel Findley, Acting Planner VI, and supporting staff including Elizabeth Kanner from ES Associates and Ed Manasse, Environmental Review Officer. The anticipated timeline places the solicitation and procurement process in the coming years, with work expected to take place within Oakland, California, to ensure the plan remains responsive to community needs and regulatory requirements.
