AI Contract Overview

The Oakmore Ranch Project involves the annexation of approximately 235 acres in unincorporated Tulare County into the City of Tulare, situating the land directly east of Oakmore Street, south of State Route 137, and north of Avenue 228, adjacent to the city’s western boundary and within the designated Transit Oriented Development Plan Area near the College of the Sequoias Tulare Campus. The property is bordered by the Chandler Grove Master Plan to the south, Mission Oak High School to the southwest, and rural agricultural and residential uses to the north and east. This initiative seeks to pre-zoning the parcel and amend the General Plan land use designation to align with the City’s long-range planning goals, particularly those outlined in the North COS TOD Plan Area, without proposing any specific development at this stage. The action is focused solely on establishing the municipal jurisdiction and foundational land use and circulation frameworks for future development. The environmental review will be conducted at a programmatic level through an Environmental Impact Report, which will assess the cumulative impacts of annexation and the proposed land use designations, recognizing that future construction projects within the planning area will require individual CEQA review once detailed site plans, phasing, and infrastructure designs are developed. The project is being managed by the City of Tulare, with key contacts including the Principal Planner, Steven Sopp, and environmental consultant Jesse Madsen, while Greg Dowds represents the landowner. The initiative is positioned as a strategic step to support coordinated growth, infrastructure planning, and transit access consistent with regional development objectives, setting the stage for future residential, commercial, or mixed-use projects within the annexed area under updated municipal regulations.

Full Description

The proposed project consists of approximately 235 acres located in unincorporated Tulare County, located immediately east of Oakmore Street, south of State Route 137 (Tulare Avenue) and north of Avenue 228. The project area is immediately adjacent to the existing City of Tulare city limit boundary to the west and is within the City of Tulare’s adopted Transit Oriented Development (TOD) Plan Area. The site is bordered by: • Chandler Grove Master Plan to the south • Mission Oak High School to the southwest • College of the Sequoias (COS) Tulare Campus to the south • Agricultural and rural residential uses to the north and east See Figure 1 (Regional Location and Vicinity Map) and Figure 2 (Annexation Boundary Map). The proposed project consists of the annexation, pre zoning, and amendment of the General Plan land use designation for the approximately 235 acre Oakmore Ranch planning area. The project would bring the planning area into the City of Tulare’s jurisdiction and establish land use and circulation frameworks consistent with the City’s long range planning documents, including the North COS TOD Plan Area. No specific development project is proposed for approval as part of this action. The EIR will evaluate the annexation and associated land use designations at a programmatic level, with the understanding that future development within the planning area will require separate, project level CEQA review once detailed site plans, phasing, and infrastructure designs are available.
