O&M Manual for Sewer System New MOC-A HQ

The Department of Commerce NOAA is soliciting a fixed-price contract for professional civil engineering services to develop a comprehensive Operation and Maintenance (O&M) Plan for the wastewater collection and conveyance system at the NOAA Pier, located at Naval Station Newport, Rhode Island. The objective is to establish a robust framework for the operation, inspection, monitoring, and emergency response of the facility's infrastructure. The final deliverable, which must include a RIDEM seal and be submitted by December 31, 2026, must comply with Rhode Island Department of Environmental Management (RIDEM) regulations, specifically 250-RICR-150-10-4, as well as EPA guidelines and industry best practices. Key components of the plan include a full system and service description, a detailed asset inventory of gravity sewers, force mains, and pump stations, and clear standard operating procedures for routine and emergency tasks. The scope of work requires the contractor to provide detailed staffing analyses, position descriptions, and licensure requirements for O&M operations. Additionally, the plan must include comprehensive risk management strategies, identifying a Risk and Resiliency Coordinator and detailing responses to scenarios such as power failures, natural disasters, and cyber incidents, as well as explicit Sanitary Sewer Overflow (SSO) notification and containment protocols. Award will be made to a single responsible offeror based on a combination of price, technical acceptability, and past performance, with technical and past performance evaluated on a pass/fail basis.
