AI Contract Overview
NAVSUP Weapon Systems Support Philadelphia plans to award a sole source five-year spare and repair Blanket Ordering Agreement (BOA) to Mission Systems Davenport, the Original Equipment Manufacturer (OEM), for support of the On-Board Oxygen Generating System (OBOGS). This action is justified as Mission Systems Davenport is the only known source capable of providing repair support due to exclusive ownership of the necessary data, which the Government does not possess. The procurement will follow FAR Part 15 procedures for negotiation, with a solicitation expected to be issued electronically on June 19, 2026, and proposals due by July 20, 2026. Although competitive proposals are not requested, interested parties may submit capability statements within 15 days, and proposals received within 45 days will be considered to evaluate the need for competition. The contract includes compliance with Unique Identification (UID) requirements and Buy American clauses, and no small business set-aside is designated. All solicitation materials and communications will be handled electronically, and no telephone or hard copy requests will be accepted. Interested firms must submit their qualifications via email to the designated contracting officer. The contract supports the Department of Defense’s NAVSUP office based in Philadelphia, Pennsylvania, under NAICS code 336413, which covers aircraft manufacturing-related services. The sole source determination is supported by statutory authority under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, confirming that no other providers can meet the agency’s requirements.
