AI Contract Overview
The U.S. Navy’s NAVSUP Weapon Systems Support in Philadelphia is proceeding with a sole-source, five-year Blanket Ordering Agreement (BOA) to renew spare parts and repair support for the On-Board Oxygen Generating System (OBOGS), exclusively through Mission Systems Davenport (CAGE: 95221), the Original Equipment Manufacturer and only source capable of providing this support due to the absence of technical data, drawings, or government ownership of intellectual property rights necessary for alternative sourcing. This procurement is justified under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, with no competitive solicitation anticipated, although all responsible parties may submit capability statements within 15 days of notice or proposals within 45 days of publication for consideration only to evaluate potential for competition, which remains unlikely given the OEM exclusivity. The BOA covers a defined list of repairable components and assemblies, including oxygen concentrators, controller monitors, valve assemblies, and molecular sieve units, each identified by NSN and part number with estimated annual quantities ranging from one to 108 units per year across the five-year term, though exact pricing information has not been disclosed. The contract will be administered electronically via the Naval E-Commerce Online (NECO) platform, with the solicitation expected to issue on June 19, 2026, and proposals due by July 20, 2026. All deliverables must comply with Unique Item Identification (UID) requirements as per DFARS 252.211-7003, and the Buy American Act restrictions will apply, with no hard copies or phone inquiries accepted. The place of performance is Philadelphia, Pennsylvania, and while repair turnaround times of 8, 20, and 38 days ARO are noted, no specific FOB terms, packaging, preservation, or detailed inspection standards are outlined. The procurement is not a small business set-aside, and vendors not previously approved must submit a Source Approval Request, though the timeline will not be extended to accommodate pending approvals. Contract administration, including point of contact for submissions, is handled by Kristin Clemens via email, and the agreement will be formalized under FAR Part 15 through negotiation, with the government retaining full authority to accept or reject proposals based on the sole-source determination, and no trade-off or LPTA evaluation criteria are applicable.
