Oceanside Sewer Improvements Program

The Oceanside Sewer Improvements Program is a comprehensive infrastructure project managed by the City of Oceanside to construct, install, replace, and rehabilitate underground wastewater conveyance systems. The scope of work spans from the San Luis Rey Water Reclamation Facility to the terminus of the Oceanside Land Outfall at the La Salina Wastewater Treatment Plant. Key deliverables include the installation of 15,000 feet of 36-inch Oceanside Mesa Garrison Force Main, 10,000 feet of 24-inch Mission Avenue Lift Station Force Main, 700 feet of 22-inch HDPE bypass pipeline, 1,500 feet of 24-inch gravity main pipeline, and 1,000 feet of 24-inch gravity sewer with an inverted siphon crossing beneath Garrison Creek. Additionally, the project involves the construction of the new El Corazon Lift Station. Project activities include vegetation trimming, clearing, grubbing, grading, and excavation. While most pipelines will be installed using conventional cut-and-cover methods, trenchless installation is required for crossings beneath the San Luis Rey River, State Highway 76, Mission Avenue, and the Garrison Creek corridors. The project is subject to strict environmental compliance, including CEQA provisions, Clean Water Act section 401 water quality certification, and Fish and Game Code section 1602 under Lake and Streambed Alteration Agreement EPIMS-SDO-64984-R5. Approval for the project was granted by the San Diego Water Board on July 1, 2026, and by the California Department of Fish and Wildlife on September 4, 2026, with requirements for mitigation measures and a monitoring and reporting plan.
