OCONUS SPV CONSOLIDATION NOTICE: SOUTHERN EUROPE/NORTHERN AFRICA and WESTERN AFRICA

DLA Troop Support is establishing an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Economic Price Adjustments for Subsistence Prime Vendor (SPV) full-line food distribution. This procurement consolidates two existing requirements to provide life-sustaining food and water to U.S. Armed Forces and other approved federal customers operating in austere and volatile environments across AFRICOM. The scope is divided into two primary areas: Zone 2, covering Southern Europe and Northern Africa, and Zone 3, covering Western Africa. The total estimated dollar value for the contract is 285 million dollars, with a maximum value including surge capacity of 855 million dollars. The contract features a total term of 60 months, structured into three pricing tiers: an initial 24-month period including a 180-day ramp-up, followed by two consecutive 18-month periods. Award will be based on best value evaluation procedures. The successful contractor must provide a full subsistence catalog capable of handling short-notice demand surges and is required to submit detailed small business subcontracting plans and monthly socio-economic reports in accordance with FAR 52.219-9. Performance spans a wide array of countries across Southern Europe, Northern Africa, and Western Africa, supporting land-based ordering activities, military shore, and training exercise locations.
