The Ohio Department of Natural Resources, Division of Oil & Gas Resources Management (DOGRM), is seeking bids for a two-year contract to supply laboratory consumables, calibration gases, sensors, and repair services. The procurement includes the purchase of new meters and calibration stations, with the estimated quantities intended to cover anticipated usage over the contract period. The contract aims to secure the lowest overall pricing, with the possibility of renewal for subsequent years in 2028 and 2029, although the actual expenditure may be less than the estimated totals. All bids must be complete, submitted through Ohio Buys, and from authorized dealers capable of providing new items with manufacturer warranties. The delivery terms specify FOB destination, with the contractor responsible for freight costs and risk of loss until the state takes ownership upon acceptance. The contract will be awarded to the lowest responsive and responsible bidder based on the total lot price, calculated by multiplying unit costs by estimated usage. Price stability is guaranteed for the initial term, with provisions allowing contractors to request price adjustments prior to the next fiscal year, supported by documentation demonstrating cost increases due to factors like raw materials, freight, or labor. The contractual documents include standard terms and conditions that establish legal requirements, including compliance with laws related to antitrust, ethics, and foreign investments, as well as warranties, debarment, and workplace policies. Additionally, contractors must complete affirmation and disclosure forms affirming understanding of restrictions on offshore services and data location, and disclose all relevant business and data storage locations, with the State reserving the right to terminate contracts if services or data are located outside the United States without proper authorization.
