The Ohio Department of Commerce is soliciting proposals to provide videographer services to create approximately 13 videos of no more than 2:30 minutes in length, 12 of which feature honoree interviews, for the Ohio Fire Service Hall of Fame and Fire Awards event. Production services are requested between January 2025 through April 2025. The budget to successfully complete this scope of work shall not exceed $35,000.00. See attachment for full details.ScopeThese videos will be shown throughout the 2025 Ohio Fire Service Hall of Fame and Fire Awards ceremony, which is scheduled to take place on May 14, 2025. As each category is featured during the event, these videos will play, one by one, honoring each recipient before they are called to the stage to receive their award. These videos should be inspiring and engaging to the audience, and showcase the bravery, exemplary acts of service and dedication to the fire service that led to the recipients being chosen for their awards. Close attention must be paid to each award category and any narrative provided by those who submitted the chosen nominations to ensure stories are accurately told. The contractor also must work with interview subjects to ensure correct spelling of their names, titles and departments. In addition to the final produced videos, the contractor will provide versions of each approved honoree video that do not include closed captions, graphics nor music for SFM/EMS to share with media for potential use in on-air stories. In addition to the videos featuring honorees, the contractor will edit together one (1) 2-2:30 highlight video featuring the various honorees that will be shared the Division of State Fire Marshal/EMS social media and websites.Content of the videos: An intro title slide, complete with event branding, that features the name of the recipient(s) and the award he/she/they are receiving. Documentary-style, on-camera interview segments with anyone relevant to the nomination but not to exceed three per video. This could be the nominator, fire department colleagues, family, friends, etc. Voiceover narration describing the circumstances surrounding the nomination if deemed necessary. This could be regarding a specific incident that spurred the nomination, the recipient’s entire fire service career, a special project that led to the award, etc. These also could be done with soundbites only. Any video footage or pictures documenting the incident relevant to the nomination or showcasing the recipient’s career. This could be obtained from fire/police departments, news stations (if possible), family, friends, former colleagues, etc. Photos of recipient(s) relevant and appropriate to the category he/she/they were nominated for. Closed captioning that accurately reflects the interviews and narration featured in the videos. Stock music in background of video, as appropriate. Lower third graphics to identify speakers in the video with correct spelling of name, title and department. A title slide at the end, complete with event branding, that features the name of the recipient(s) and the award he/she/they are receiving.
Length of the videos: Each video should be 2-2:30 minutes in length and capture the essence of why the recipients are being recognized at the awards ceremony.
Quantity of videos: Because multiple individuals can be selected for each of the Division of State Fire Marshal’s three award categories outlined in detail above, the actual number of award recipients will not be known until they are selected by the State Fire Council in January 2025. The Division of EMS selects only one recipient for each of its five award categories. In total, based on historical data, the contractor can expect to produce videos for approximately 12 award recipients, as well as edit together one (1) 2-2:30 highlight video featuring the various honorees that will be shared on the Division of State Fire Marshal/EMS social media and websites. Versions of each approved honoree video also will be provided that do not include closed captions, graphics or music for SFM/EMS to share with media for potential use on-air.
Contract Length & Extension OptionThis contract would be in place from January 2025 through June 2025. Prior to completion of the initial agreement, Commerce may choose to extend the contract by two years through June 30, 2027 at the above terms, if deemed appropriate and both parties consent. Proposals will be evaluated and, ultimately, the contract will be awarded to the proposal that offers the best value to the state of Ohio.
