The Military Sealift Command is implementing a sole-source contract modification to Indefinite-Delivery, Indefinite-Quantity contract N3220521D4113 to extend its ordering period. This extension, issued on September 29, 2026, provides an additional period of up to six months to prevent a lapse in essential services and avoid schedule disruptions while the agency completes the award process for a longer-term follow-on contract. All other existing terms and conditions of the original five-year agreement remain unchanged. Managed by the Department of Defense in Norfolk, Virginia, under NAICS code 541330, the contract focuses on General Electric OEM automation systems and services across various vessel classes. The modification is justified as a sole-source action because General Electric is the only qualified provider possessing the proprietary technical data and intellectual property rights necessary to ensure ship safety and operational reliability.

Military Sealift Command’s (MSC) Indefinite- Delivery, Indefinite-Quantity (IDIQ) Contract N3220521D4113 ordering period is set to expire on 30 September 2026. To mitigate the risk of a lapse in required services or schedule disruption, a contract modification is required to extend the current contract’s ordering period.  This justification supports approval of a modification to the existing sole-source IDIQ contract, N3220521D4113, to extend the current five (5) year ordering period up to an additional six (6) months. This modification is necessary due to delays in awarding the follow-on sole-source IDIQ contract and will provide MSC adequate time to complete the longer-term follow-on contract action. All other IDIQ terms will remain the same.  Modification was issued 29 Sep 2026.
