MISSION & GUIDING PRINCIPLES The mission of the Ohio Department of Behavioral Health (DBH) is to provide statewide leadership of a high-quality mental health and addiction prevention, treatment and recovery system that is effective and valued by all Ohioans. DBH strives to be a national leader in implementing a comprehensive, accessible, and quality-focused system of addiction and mental health care and wellness for all Ohio citizens. PURPOSE The Ohio Department of Behavioral Health (DBH) is seeking proposals from qualified contractors to create, design, implement, install, and dismantle the DBHbooth space at the 2026 Ohio State Fair. This will include the rental furniture as well as designing and ordering the materials for the full booth space.) BACKGROUND Every year DBH has a vendor booth in the Marketplace Building at the Ohio State Fairgrounds.Ohio State Fair Dates: July 29 – August 9, 2026Set Up Date:To be announcedDismantle Date: To be announcedBooth Location: Marketplace booth #305 and #307Booth Size: Booth spaces are 16’ x 10’ – Frontage is 32’ and depth is 10’ – this is a corner booth) SCOPE OF WORK We are looking for a vendor who can provide the following items for our booth: One (1) full backlit frame and lights that may be rented from the vendor – 115” x 90” Two (2) full backlit frame and lights that may be rented from the vendor – 69” x 92” 10’ x 32’ carpet rental and padding Tables and chairs that may be rented from the vendor CAD rendering of booth setup Department will provide artwork for printing services that may be required. The vendor will also need to provide the following services during the weeks of the Ohio State Fair: Delivery of the booth materials to the fair grounds Booth #305 and #307 set up at designated Marketplace set up times Tear down and removal of items from the fair grounds MINIMUM QUALIFICATIONS OF CONTRACTOR Vendor must have experience working with other state agencies on Ohio State Fair booth designs. Vendor must have experience working at the Ohio State Fair and understand the logistics and environment in the Marketplace Building. Contractor shall not be subject to an “unresolved” finding for recovery under Section 9.24 of Ohio Revised Code.
PART FOUR: EVALUATION OF PROPOSALS Evaluation Process OhioMHAS’s evaluation process of responses submitted to this request may consist of up to four distinct phases: OhioMHAS’s initial review of all proposals for timely submission; An evaluation committee review of the proposals for defects and scoring; OhioMHAS’s request for more information (clarifications, interviews, presentations, and/or demonstrations); and, Negotiations or best offer requests. At its sole discretion, OhioMHAS will determine whether phases three and/or four are necessary under this RFP, reserving for itself the ability to eliminate or add phases three or four at any time during the evaluation process. OhioMHAS may add or remove sub-phases to phases 2 through 4 at any time if MHAS believes doing so will improve the evaluation process. Proposal Evaluation Criteria In the proposal evaluation phase, OhioMHAS staff or reviewers selected by OhioMHAS (the committee) will rate the proposals submitted in response to this RFP based on the following criteria and weight assigned to each criterion.
