The U.S. Department of State, through the Consulate General Naha, is seeking proposals for a cooperative agreement to conduct two disaster preparedness forums—one on Okinawa’s main island and one on Miyako Island—within a 15-month performance period. The initiative aims to enhance emergency response coordination and U.S.-Japan collaboration in the Southwest Islands region by organizing expert-led, interactive forums that build local capacity for disaster resilience. Eligible applicants include non-profit organizations, educational institutions, individuals, public international organizations, government entities, and foreign-based NGOs, provided they meet all federal and State Department compliance requirements. Proposals must be submitted by August 10, 2026, via email to TokyoPASGrants@state.gov, with a mandatory bidding conference scheduled for July 29, 2026. All submissions must comply with strict formatting guidelines, including 15-page narrative proposals, single-spaced 14-point Times New Roman font, 1-inch margins, and U.S. dollar-denominated budgets, and must include complete SF-424, SF-424A, and optional SF-424B forms, a one-page summary, detailed budget narrative, CVs of key personnel, letters of support, and, if applicable, a NICRA. Applicants must hold a valid Unique Entity Identifier (UEI) and maintain an active SAM.gov registration, with exceptions considered only under 2 CFR 25.110 on a case-by-case basis. The program requires a well-structured logic model, clear goals and measurable objectives, and a detailed Performance Monitoring Plan (PMP) that tracks milestones, outputs, and outcomes using SMART indicators approved by a U.S. Government M&E Specialist prior to award. Applicants must demonstrate organizational capacity, program feasibility, equity integration with underserved communities, and a robust approach to sustainability and impact measurement. Evaluation will be conducted on a 100-point scale, allocating 30 points to program quality, 20 to organizational capacity, 15 to planning effectiveness, 15 to monitoring and evaluation, and 10 to budget reasonableness, with the remaining 20 points based on alignment with State Department priorities and geographic distribution. Upon award, recipients must follow all 2 CFR 200 Administrative Requirements, comply with State Department branding standards, and adhere to prohibitions on unmanned aircraft systems under Public Law 118-31 and trafficking in persons under 2 CFR
