The City of Dubuque is soliciting bids for the Old Mill Road Lift Station and Force Main Project–Phase 2, a significant infrastructure improvement funded in part by the Iowa Clean Water State Revolving Fund. The project involves constructing approximately 7,000 linear feet of 30-inch PVC force mains, installing two air release valve structures, a junction structure, and modifying existing facilities at the Water and Resource Recovery Center. The work also includes site development such as asphalt paving, fiber optic installation, vegetative restoration, and the construction of large gravity and bored steel casing sewer structures. Bids must be submitted by May 15, 2025, with the contract expected to be awarded shortly thereafter, and work scheduled to start after the Notice to Proceed, with substantial completion targeted for October 30, 2026, and final completion by December 18, 2026. Bidders are required to provide bid security equal to 10% of the bid amount, and successful bidders must execute the contract along with 100% performance and payment bonds within 15 days of award. The project emphasizes compliance with federal and state regulations, including Davis-Bacon wage rates, and encourages participation from women- and minority-owned businesses, with a preference for Iowa products and labor. A pre-bid conference will be held on April 30, 2025, to discuss project details, and all bids will be evaluated based on responsiveness and responsibility, with the possibility of rejecting any or all bids. The project’s funding and regulatory compliance are subject to federal and state statutes, and the award may depend on securing the necessary loan funds.
