Full Description

The US Forest Service has a requirement for the reconstruction of the Old Mill Picnic Area. The project is located in the Spring Mountains National Recreation Area of the Humboldt-Toiyabe National Forest, Clark County, Nevada near Mount Charleston, NV. This project consists of reconstructing existing individual and double picnic areas and constructing new roadways. Work includes reconstructing, constructing, and installing asphalt roads, low water crossing, gates, water system, wastewater system, entrance building, toilet buildings, picnic sites, dumpster pads, concrete paths, site furniture, signing, propane pads, generator pads, minor earthwork, and scarification and rehabbing disturbed areas. Obliteration and removal of existing features, and asphalt pulverization will be completed by others. All work for this project is within the Spring Mountains National Recreation Area located on the Humboldt-Toiyabe National Forest. Old Mill Picnic Area is located entirely on Spring Mountains National Recreation Area lands. The current entrance is at approximately MP 1.5 of State Highway 156 (Lee Canyon Road). The area is located in T19S, R56E, NW - Section 11 Mount Diablo, B&M, Charleston Peak 7.5 minute USGS quadrangle sheet. It is located approximately 50 miles North-West of Las Vegas, NV The solicitation will be advertised as Total Small Business Set-Aside using best value source selection procedures. It is anticipated that a firm fixed price construction contract will be awarded to a single contractor. The estimated contract period of performance is from time of award through May 15, 2014 with work starting in the summer of 2013. It is anticipated that a site visit will be held on Tuesday, May 07, 2013 at 10:00 a.m. PST. Location of the site visit will be included in the solicitation. In accordance with FAR Part 36.204, the estimated magnitude of construction is between $1M - $5M. The North American Industry Classification System (NAICS) is 237990. The corresponding size standard for determining whether or not a firm qualifies as a Small Business is $33.5M in average, annual receipts over the past three years. It is important to note that IAW Federal Acquisition Regulation (FAR) Contractors are required to be actively registered with the System for Award Management (SAM) database and the Online Representations and Certifications Application (ORCA) prior to award. A bid guarantee of 20% of the bid price shall be required and the successful offeror shall be required to submit Performance and Payment Bonds (100% each) of the construction cost prior to start work.
