Olivehurst Roadway Climate Resiliency (Phase II) Project - RFP for Design Support Services

This contract solicits consultant services for the Olivehurst Roadway Climate Resiliency (Phase II) Project, a federally and locally funded transportation initiative aimed at enhancing infrastructure resilience against localized flooding and improving multi-modal access for pedestrians and cyclists along Ardmore Avenue in Olivehurst, California, from McGowan Parkway to 9th Avenue. The scope includes comprehensive surveying, environmental assessments, geotechnical analysis, hydrology and hydraulics studies, utility coordination, right-of-way support, and design services to facilitate the installation of storm drainage systems, curb and gutter, sidewalks with ADA-compliant ramps, bike lanes, pavement striping, and traffic control devices. Proposals must include a Statement of Qualifications and a detailed Scope of Work, and will be evaluated based on the quality of the work plan (40%), availability and qualifications of key personnel (25%), ability to deliver on time (25%), and relevant experience with similar projects (10%), for a total of 100 points. The contract will be awarded on a best-value basis with payment structured as actual cost plus a fixed fee, with monthly progress payments including a pro rata portion of the fixed fee and a final invoice due within 60 days after project completion. All financial costs must comply with 48 CFR Part 31 and 2 CFR Part 200, and the consultant must maintain a financial management system meeting Safe Harbor standards under 2 CFR 200 Subpart D to track allowable, allocable, and reasonable direct costs and properly segregate indirect costs. Records must be retained for three years after final payment and are subject to audit by federal, state, or county authorities. The consultant is required to adhere to strict civil rights obligations under Title VI and Title IX, including provisions for limited English proficiency, and must certify compliance with California nondiscrimination statutes and state economic interest disclosure laws. Insurance must be maintained with A.M. Best-rated carriers, and subconsultants must meet the same insurance and compliance standards. The consultant must operate safely in compliance with OSHA and state vehicle code requirements, wear required PPE on site, and be prepared to support legal proceedings if construction contractor claims arise. Conflict of interest disclosures are mandatory, including all current client relationships and any potential conflicts that may arise during performance. All work must be performed in a first-class, workmanlike manner conforming to professional standards in the consultant’s field.
