This Sources Sought Notice (SSN) is for market research, information, and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Defense Health Agency Contracting Activity (DHACA) or the Operational Medicine (OPMED) Project Management Office (PMO).


This SSN is being issued by DHACA on behalf of OPMED Warfighter Readiness, Performance and Brain Health Project Management Office (WRPBH PMO), Medical Prototype Development Laboratory (MPDL).


If capable sources are not identified through this notice, then DHACA intends to execute a firm-fixed price task order on a sole source basis under the authority of RFO 12.102(a) and 8.401 to Phillips Corporation Federal Division, 7390 Coca Cola Drive, Hanover, MD 21076.


The OPMED PMO requires an upgrade to its existing OMAX Waterjet System, item 5555/30V serial no. J511584, which was purchased back in 2011. All of the below items shall be compatible with the government’s existing OMAX EnduroMax Pump Waterjet System, Item PC3060V and Water Chiller, Item/serial no. 303823, which are subassemblies of the system.  OMAX is the manufacturer of the water jet system and Phillips Corporation Federal Division is the only known distributor to the government. The components/parts need to be brand name OMAX components/parts in order to work with the existing Water Jet system.   The below items will upgrade the waterjet system to 55100/30V:


  • Part No. 55100/30V OMAX 55100 AbrasiveJet - 126" x 65" Table
  • Part No. 308451-17 VS-SRS-Variable Speed Solids Removal System, Single Hopper
  • Part No. 309170 Laminar Settling System
  • Part No. 320300-21 Upgrade Kit, 64 Bit Computer Controller 55100
  • Programmable Motorized Z-Axis with MAXject 5i Nozzle .012”
  • Rapid water level control for quiet/clean submerged cutting
  • 600lb Bulk Abrasive Delivery System.
  • Pallet containing 2200 lbs. of garnet abrasive - supplied in 50 lb. bags.
  • FREE UNLIMITED seats of software and FREE software UPGRADES for LIFE of the machine
  • Onsite assembly and operation verification by factory technician
  • Five (5) day training by OMAX manufacturer
  • 2-year limited warranty

This SSN is not a request for competitive proposals and no solicitation document exists for the requirement.  Sources interested in responding to this notice are required to submit a capability statement and pricing information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to meet the requirements.  Capability statements shall not exceed 3 (8.5 x 11 inch) pages using a font size no smaller than 10-point.  The Government will consider all capability statements received by the due date of this notice.  If you are a federal supply contract holder, please include your GSA Contract number in your response. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.  A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source award.
