On-Call Commercial Painting And Coating Services

The City of Chico Public Works Department is soliciting bids for on-call commercial painting and coating services to be performed at City facilities. The contract is for an initial one-year term with four optional one-year renewals. The City intends to award the contract to a primary and potentially a secondary contractor based on the lowest responsible bidder. The scope of work includes interior and exterior painting, surface preparation such as power-washing and abrasive blasting, and specialized services including lead-based paint removal, waterproofing, and anti-graffiti coatings. Qualified bidders must hold a valid California C-33 Painting and Decorating license and comply with Cal/OSHA and EPA standards for hazardous material handling. Performance is managed through individual written work orders, with a requirement for contractors to respond to notifications within 24 hours, provide quotes within three business days, and begin work within five business days of approval. While most work will be awarded on a project-specific lump-sum basis, a binding hourly rate schedule for various labor roles is required for evaluation. Payment is processed within 45 days of receiving a correct invoice, provided the work is completed to the satisfaction of the Facilities Manager. Bids must be submitted in a sealed envelope by 2:00 PM on September 24, 2026.
