Solicitation # RFP-Template_format_fixed_CCT_Sturgeon-Residence-10-1-2026-xbmk.pdf
The Confederated Tribes of the Colville Reservation is soliciting proposals for the design and construction of a move-in-ready residence at the Sturgeon Fish Hatchery site in Nespelem, Washington. The project consists of a one-story, approximately 1,598-square-foot dwelling featuring three bedrooms, two bathrooms, and an attached two-car garage. While the Teton floor plan by Adair Homes is provided as a design reference, the selected contractor must develop an original design and assume full responsibility for all architectural, structural, engineering, and permitting requirements. The scope includes all labor, utilities, and site development, with specific options for alternates such as a hip or metal roof, radon systems, and expanded electrical or septic capacity to support future construction. Proposals are due by 3:00 p.m. PST on October 30, 2026, and must not exceed 30 pages. Award selection is based on a criteria evaluation process weighing total proposed cost, personnel qualifications, project understanding, experience, and Tribal Employment Rights Office (TERO) certification, with preference given to Colville Business Enterprises. A responsible Indian Offeror may be awarded the contract if their price is within 10 percent of the lowest non-Indian offer. Contracts exceeding 100,000 dollars require a performance bond; otherwise, a 25 percent retainage is mandatory. Funding is subject to the Tribe's annual appropriation process, meaning contracts are awarded for the remainder of the fiscal year and are renewable annually based on the availability of funds in the tribal treasury.

The contract seeks on-call construction management (CM) services to support DeKalb County’s Department of Watershed Management (DWM) in Georgia, which serves nearly 735,000 residents and is one of the largest water and wastewater utilities in the region. These CM services will facilitate the execution of various projects under the County’s $4.27 billion Capital Improvement Program (CIP) aimed at maintaining and upgrading critical water and sewer infrastructure. Projects anticipated during 2026–2030 include water and sewer line replacements, pump stations, storage tanks, and treatment facility improvements to ensure reliable, long-term service delivery. The construction management activities will complement the ongoing program management provided by a separate entity, Program Management Consultants, which oversees the overall CIP but does not cover CM services directly. This solicitation, issued by DeKalb County Purchasing and Contracting, invites qualified firms to provide multiyear, on-call CM services. The contract emphasizes coordination with the CIP Program Management Team to assure smooth execution of the infrastructure projects. Additionally, contractors must comply with the DeKalb County First Source Jobs Ordinance, which mandates a good faith effort to ensure at least 50% of new jobs created under the contract are filled by County residents. This includes specific reporting and tracking responsibilities as outlined in ordinance forms. The solicitation was posted in January 2026 with a response deadline in March 2026 and aims to support the continued investment in the County’s vital water and sewer systems.

The DWM is the primary provider of water and wastewater services in DeKalb County, Georgia, serving a population of nearly 735,000 residents. This makes DWM one of the largest water and wastewater utilities in Georgia and the southeastern United States. The CM services requested under this RFP are intended to support various projects within DeKalb County's $4.27 billion Capital Improvement Program (CIP), which is focused on the purchase, construction, enhancement, and replacement of the County's water and sewer infrastructure to ensure reliable service delivery now and into the future. These projects may include, but are not limited to, water and sewer line replacement, pump stations, storage tanks, and treatment facility upgrades. To meet the anticipated demand for CM services, construction activities under the CIP are projected to proceed at the estimated annual investment levels shown in Table 1 below. Table 1: Projected Annual CIP Construction Spending (2026–2030 To assist with the management and execution of CIP projects, the DWM has entered into a Professional Services Agreement with Program Management Consultants (referred to as the "CIP PMT") to provide overall program management services. The CM services solicited in this RFP are outside the scope of the CIP PMT's responsibilities but will be coordinated closely with the CIP PMT, which oversees all CIP projects from inception through completion
