On-Call Construction Manager and Owner’s Representative Services for Pure Water Conveyance Pipelines: Request for Proposals

The Joint Powers Authority is seeking qualified firms to provide on-call Construction Manager and Owner’s Representative services for the construction of multiple recycled water conveyance pipelines as part of the Pure Water Project. The scope includes four pipeline segments: a 20-inch line to connect the existing distribution system to the Advanced Water Purification Facility, a 20- to 24-inch line to transport purified water to Las Virgenes Reservoir, a 12-inch line to carry reverse osmosis concentrate to the Calleguas Salinity Management Pipeline, and a 6-inch line for residuals to the sewer system. These pipelines involve complex alignments and crossings, including work through Caltrans right-of-way, horizontal directional drilling, nights at major intersections, and installations across multiple jurisdictions including Agoura Hills, Westlake Village, Thousand Oaks, and unincorporated areas, as well as existing bridge crossings. Services are to be provided as needed under a four-year term with a maximum total contract value of $1,000,000, paid according to a submitted and approved hourly rate schedule. The consultant must ensure full compliance with California laws including prevailing wage requirements, Cal/OSHA standards, and DIR registration, and must maintain professional liability insurance of at least $2 million per claim, with coverage extending five years post-completion. The project manager must be a California-licensed Professional Engineer with five years of relevant experience, and all key personnel are subject to strict substitution controls requiring prior agency approval. The JPA has engaged a Program Manager/Owner’s Agent to handle environmental compliance and submittal management, requiring close coordination with the Construction Manager. Proposals must include detailed resumes of key personnel, demonstrate local experience in Los Angeles and Ventura Counties, and outline clear understanding and methodology for delivery. Evaluation prioritizes qualifications and references (30%), understanding and delivery capability (30%), local experience (20%), and cost effectiveness (20%), with award based on best value using a trade-off approach. All proposals must be submitted electronically via the Procurement Portal no later than August 13, 2026, and are limited to 20 pages excluding resumes and rate schedules. The consultant must provide monthly itemized statements, as-built and record drawings, and maintain a continuous field presence during construction, with final acceptance determined solely by the JPA upon completion and verification of all documentation and punch list resolution.
