The JPA is seeking the professional services from qualified firms to provide Construction Manager (CM) and Owner's Representative Services related to the construction of the PWP conveyance pipelines. The conveyance pipelines are anticipated to include: • A 20-inch pipeline (0.9 miles) to convey recycled water from the existing distribution system to the new Advanced Water Purification Facility (AWPF). • A 20 to 24-inch pipeline (3.1 miles) to convey purified recycled water from the AWPF to Las Virgenes Reservoir. • A 12-inch pipeline (13.7 miles) to convey reverse osmosis concentrate from the AWPF to the Calleguas Salinity Management Pipeline. • A 6-inch pipeline (0.9 miles) to convey residuals from the AWPF to the sewer. These conveyance pipelines will include several challenging alignments and crossings which will involve coordination with multiple stakeholders. This includes but is not limited to: crossings through Caltrans right of way, horizontal directional drilling locations, extensive nightwork when working at major intersections, work across multiple Cities (including Agoura Hills, Westlake Village, Thousand Oaks, and unincorporated areas, installation of pipeline through existing bridge crossings, etc. CM and Owner's Representative Services will be as-needed, and paid according to approved rate schedule as submitted by the selected consultant. The contract will be for four years for a maximum of $1,000,000 in contract value over the four-year contract term. Proposals shall include project manager(s) resumes, which highlight certifications and experience delivering similar projects. The JPA has contracted with a Program Manager/Owner's Agent (PgM/OA) to assist with delivery of the PWP. PgM/OA efforts include environmental compliance, program controls, submittal management and Request for Information (RFI) management that will require coordination with the Construction Manager.
