On-Call Construction Manager and Owner’s Representative Services for Pure Water Conveyance Pipelines

The Las Virgenes-Triunfo Joint Powers Authority (JPA), through the Las Virgenes Municipal Water District, is soliciting proposals for on-call Construction Manager and Owner’s Representative Services to support the Pure Water Project conveyance pipelines. This project involves the construction of approximately 18.6 miles of new pipelines, ranging from 6 to 24 inches in diameter, featuring complex alignments such as Caltrans right-of-way crossings and horizontal directional drilling across multiple cities, including Agoura Hills, Westlake Village, and Thousand Oaks. The selected firm will provide oversight of the Design-Builder’s performance, ensuring adherence to the project schedule, budget, safety protocols, and quality control standards. Key responsibilities include managing submittals, RFIs, change orders, inspections, and assisting with project closeout. This is an indefinite-delivery, indefinite-quantity contract with a four-year term and a maximum value of $1,000,000. There is no guaranteed minimum compensation, as services are provided on an as-needed basis. Compensation is based on an approved hourly rate schedule, which may include annual increases limited to 3% indexed to the Los Angeles County Consumer Price Index. Proposals are evaluated based on a best-value trade-off method, with weighting distributed among qualifications and references (30%), understanding and ability to deliver scope (30%), schedule of rates (20%), and local experience (20%). Requirements for the consultant include maintaining specific insurance coverages, complying with California Labor Code and DIR registration, and disclosing any potential conflicts of interest.
