On-Call Electrical Services

The San Diego County Regional Airport Authority is soliciting statements of qualifications for on-call electrical services at San Diego International Airport. The scope of work includes emergency response, power, lighting, transformers, and airfield lighting. The Authority intends to execute agreements with the three highest-ranked respondents following a two-stage evaluation process consisting of a preliminary review of qualifications and potential interviews. Once pre-qualified, contractors will compete for specific projects via Task Order Requests for Proposal, where the Authority prioritizes timeliness of completion over cost when awarding individual tasks. The total contract value is capped at 7.5 million dollars, though no minimum payment is guaranteed. Eligible respondents must hold a valid C-10 Electrical California Contractors License and be registered with the Department of Industrial Relations. The evaluation criteria focus on the professional background of primary staff from the last three years, the firm's sustainability practices, and administrative compliance. Preference is given to qualified small, veteran-owned, and local businesses under Authority Policy 5.12. The agreement includes a base term with the option for two one-year extensions. Contractors are required to provide a minimum 365-day warranty on all materials and labor and must comply with state prevailing wage rates and federal non-discrimination statutes, including Title VI of the Civil Rights Act and Section 504 of the Rehabilitation Act.
