On-Call Hydrogeological And Geotechnical Engineering Services

The City of Morgan Hill is seeking qualified consultants or teams to provide on-call hydrogeological and geotechnical engineering services citywide on an as-needed basis. The scope of work includes hydrogeological assessments, groundwater studies, slope stability assessments, geotechnical investigations, and the testing, drilling, and rehabilitation of water production wells. Additionally, the selected consultants will provide well field operational support for twelve water production wells and perform inspection services for materials such as soil, rock, foundations, and asphalt concrete. The City intends to enter into agreements with two or more consultants for a base term of three years, with the possibility of two additional one-year extensions. Proposals must be submitted via email to Inga Alonzo by 3:00 p.m. on September 29, 2026, consisting of two separate PDF files: one for qualifications and one for billing rates and fee schedules. Evaluation is based on relevant firm experience, including a track record with at least five different agencies, personnel expertise, and the proposed work plan and service approach. Billing rates will not be used to evaluate qualifications. Selected consultants must execute the City's Consultant Agreement for Design Professionals, maintain all required licenses and insurance, and adhere to strict confidentiality and data security protocols, including a 48-hour notification window for any security breaches.
