ON-Call Professional Services for the Cowlitz Falls Project

The Public Utility District No. 1 of Lewis County is soliciting qualified engineering and professional consulting firms to provide on-call, as-needed professional services for the Cowlitz Falls Hydroelectric Project and other current or future generation resources. The scope of work is broad, encompassing civil, geotechnical, structural, electrical, and mechanical engineering, as well as specialized services in FERC licensing, environmental permitting, fisheries, wildlife resources, surveying, and hydrometrics. The contract also covers potential work on cybersecurity for industrial control systems and transmission interconnections. Services will be authorized through individual task orders, and the District requires the ability for rapid mobilization to address urgent operational, dam safety, or emergency conditions. Qualified respondents must have successfully completed at least three projects of similar size and complexity involving hydroelectric facilities or public utility infrastructure within the last ten years. Evaluation is based on prime and subconsultant experience, key personnel qualifications, team organizational structure, communication effectiveness, and the robustness of the firm's quality assurance and quality control program. The agreement commences upon execution and expires upon the specified contract term or the exhaustion of funds. Final payment is processed within thirty days of satisfactory completion and serves as a release of all claims. The District maintains the right to terminate the agreement in whole or in part due to a lack of appropriation.
