ON-CALL REAL ESTATE CONSULTING SERVICES

The Town of Manchester is soliciting proposals for on-call real estate consulting services from commercial real estate or economic development professionals to provide strategic advisory and engagement services. The scope of work includes advising on market conditions to enhance the town's business position, engaging with developers and landlords, assisting in the repositioning of commercial properties with a focus on the Buckland Hills commercial district, and providing administrative support at Economic Development Commission and other board meetings. The contract is scheduled to run from January 1, 2027, through December 31, 2027, with an option for three additional one-year extensions upon mutual agreement. Proposals must be submitted electronically via the town's procurement portal by October 14, 2026, at 11:00 am. Submissions must include a technical proposal detailing related experience from the last five years, organization and staffing charts, a typical project approach, and a history of litigation or arbitration with municipal clients over the last ten years. A separate cost proposal is required, along with a completed IRS Form W-9 and a Living Wage Certification. Award decisions will be based on the proposal that provides the greatest overall benefit to the town, with cost serving as only one of several evaluation factors. Selected vendors must maintain specific insurance coverages, including professional liability, cyber risk, and environmental liability, with minimum limits of $1,000,000. The town must be named as an additional insured on a primary and non-contributory basis. Additionally, contractors must adhere to an affirmative action policy per Federal Order 11246. All purchases under this contract are exempt from Connecticut Sales Tax and Federal Excise Taxes.
