Beaufort County is seeking up to three qualified consulting firms to provide on-call site and civil engineering services for various infrastructure projects throughout the county. The scope of work is comprehensive, encompassing site design, new development, stormwater and resilience projects, roadway and transit facilities, and governmental infrastructure. Key deliverables include ground surveys using LIDAR and laser scanning, conceptual designs, cost estimates, subsurface utility engineering, hydrology and hydraulic analysis, and environmental permitting. The contract is for an initial one-year term with the option for two additional one-year renewals, with a maximum annual expenditure of 1,000,000 dollars per selected consultant. Selection is based on a qualifications-based process where firms are evaluated and ranked by a selection committee across five equally weighted categories: experience, quality control, familiarity with county projects, past performance, and staff availability. The contract requires compliance with local and state laws, Title VI nondiscrimination standards, and specific federal procurement standards for projects involving state or federal funds. Work will be assigned on an as-needed basis according to the county's on-call policy. Firms applying as a prime contractor are restricted from serving as a subconsultant on other teams if their role exceeds 10 percent of the contract value.
