On-Call Structural Engineering Services Port Wide 2027

The Port of Houston Authority is seeking a registered professional engineering firm to provide on-call structural engineering services to support its Project and Construction Management Department. The scope of work encompasses planning, design, analysis, and construction phase support for all port facilities, including the Barbours Cut, Bayport, and General Cargo Terminals. Key responsibilities include providing subject matter expertise on wharf structures, performing wharf load assessments, conducting site investigations, and executing post-event damage assessments in accordance with Facility Inspection and Condition Assessment Program standards. All regulated services must be performed by professionals licensed in the State of Texas. The contract is scheduled to become effective ten calendar days after the receipt of a purchase order and will expire on December 31, 2028. Selection is based on a weighted evaluation of qualifications and quality of services at 60 percent, and performance plans and other benefits at 40 percent.
