The Tualatin Valley Water District is seeking qualified contractors to provide on-call traffic control services for projects that require prevailing wage rates, with the potential to award up to three contracts, though more or fewer may be granted based on the proposals received. Interested vendors must submit their proposals by August 12, 2025, at 2:00 p.m. local time through Bid Locker, after registering and obtaining approval for a vendor profile, which requires completing a Confidentiality Agreement. The RFP documents are accessible via Bid Locker or through Plan Center Northwest, with the understanding that obtaining the documents from Plan Center does not exempt proposers from registering on Bid Locker for proposal submission. An optional pre-proposal conference is scheduled for July 31, 2025, via Microsoft Teams, and attendance requires prior email registration by July 30, 2025. Proposals must be submitted exclusively through Bid Locker by the deadline, with late, email, fax, or hard copy submissions not accepted, and no public opening of proposals will occur. The District emphasizes the importance of obtaining all addenda and recommends that vendors ensure their Bid Locker vendor profile is active and approved at least three days before the deadline. The project involves contracts valued between $500,000 and $2,000,000, and the District reserves the right to cancel the solicitation, reject proposals that do not meet requirements, or negotiate with the highest-scoring proposers to best serve the District’s interests. All costs related to proposal preparation are the responsibility of the proposers. The primary contact for inquiries is Janet Fleshman at [email hidden].

Tualatin Valley Water District (District) invites qualified contractors to submit proposals to provide on-call traffic control services for prevailing wage rate projects. All proposals must be submitted by Tuesday, August 12, 2025 at 2:00 p.m. local time (Deadline) to https://bidlocker.us/details/5198_On_Call_Traffic_Control_Services_Rfp_2025 (Bid Locker). The Request for Proposal (RFP) documents are available on Bid Locker. Potential proposers who do not already have an approved vendor profile set up with the District will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus before being able to access the RFP documents. There is no cost to register. Registration with Bid Locker requires a correctly completed Confidentiality Agreement, which is available through the registration process. Following completion of the requested vendor information and upload of the Confidentiality Agreement, the vendor profile will be sent for a manual approval. Please allow one business day for your vendor profile to be approved. If it has not been approved within one business day, or if you have questions about this process, please contact contact@example.gov. RFP documents may also be obtained in electronic or hard copy format by contacting Megan Verdoorn at Plan Center Northwest, PO Box 2486, Clackamas, OR 97015, +1 (555) 000-0000, contact@example.gov, www.plancenternw.com. If a potential proposer obtains the RFP from Plan Center Northwest, the proposer is still responsible for registering with Bid Locker to submit their proposal. Proposers are advised to ensure that their Bid Locker District vendor profile is active and approved a minimum of three business days prior to the proposal Deadline to prevent any issues with submitting a proposal on time. Proposers will be notified via email when addenda are published. It is the responsibility of the proposer to obtain all addenda. If the RFP was downloaded from Bid Locker, there will be a link for addenda provided in the automated email. The District strongly encourages potential proposers to attend the optional pre-proposal conference on Thursday, July 31, 2025, at 2:00 p.m. local time via Microsoft Teams. Proposers who wish to attend must email Heather Speight at contact@example.gov by 4:00 p.m. on Wednesday, July 30, 2025 to receive a calendar invitation. Include all attendees names, email addresses, what company they are representing, and, if including subcontractors, the parties’ relationships for the proposal. District staff will discuss the requested outcomes of the work, guidelines for proposals, and will allow time for a question-and-answer session. Late proposals, proposals received by email, fax, or in hard copy will not be accepted or considered. Proposals will not be publicly opened. The District intends to award three contracts for on-call traffic control services but reserves the right to award more or fewer. Contractor licensing under ORS 468A.720 for asbestos abatement is not a requirement of this Project. District reserves the right to cancel this RFP, reject any and all proposals not in compliance with prescribed public contracting procedures and requirements, including proposer responsibility under ORS 279C.375(3)(b), and may reject for good cause any and all proposals upon District’s finding that it is in District’s or the public’s best interest to do so. District reserves the right to waive informalities and to negotiate contracts with the highest-scoring proposers. Proposers are responsible for all costs associated with preparing a proposal. Advertised July 23, 2025.
