2024 Outside the Continental United States (OCONUS) Vehicle Program
Solicitation # 47QMCA23R0011
The 2024 Outside the Continental United States (OCONUS) Vehicle Program, under solicitation 47QMCA23R0011, is a full and open competition managed by the GSA Automotive Acquisition Support Center. The program is designed for original equipment manufacturers and certified representatives to provide a wide array of vehicles, including sedans, SUVs, pickup trucks, vocational body trucks, and passenger shuttle buses, to support GSA Fleet Vehicle Leasing and other federal agencies in regions such as Europe, Japan, the Middle East, North Africa, and other open market areas. The contract features a base period of sixty months, running from November 30, 2023, through November 29, 2028, with a guaranteed minimum value of 10,000 dollars. Awards are made on a Lowest Price Technically Acceptable (LPTA) basis, evaluating offerors on technical capability, management capability, and price, with no tradeoff between price and non-price factors. The program utilizes a recurring Open Season process, including the 2026 Fall Open Season, to allow existing contractors to submit new model year updates and for new offerors to propose models. Technical requirements are managed through the AutoStandards and AutoBid systems, and the government may authorize the procurement of non-U.S. or non-designated country end products via non-availability determinations when necessary. Delivery and acceptance are conducted on a wheels on ground basis, with specific packaging and marking requirements for military and international transport.

2025- Wheelchair Accessible Light Vehicles Program
Solicitation # 47QMCA24R00034WC
The General Services Administration GSA FAS Automotive Center is conducting the 2026 Fall Open Season for the Wheelchair Accessible Light Vehicles Program under solicitation 47QMCA24R00034WC. This total small business set-aside program allows existing contractors to provide Next Model Year information and enables new offerors to propose new models. All vehicles must be commercial, production-ready, and tested, as prototypes are strictly prohibited. Compliance with 2027 federal standards, ADA requirements, Federal Motor Vehicle Safety Standards, and Title 36 ramp angle requirements is non-negotiable. Technical requirements also include adherence to NTA ultramods, pull tests, and specific SIN-specific product descriptions for 281, 282, 283, and 284. The open season process is managed primarily through GSAFleet.gov, where bid proposals and contract administration occur. The timeline includes three rounds of open season, with Round 1 running from June 1 to July 30, 2026, and ordering for the next model year opening on December 14, 2026. New vendors must complete a two-part submission process involving technical data and pricing via GSAFleet.gov and the email submission of a multi-volume proposal to the contracting team. All participants must maintain an active SAM.gov registration and provide a Unique Entity Identifier. Evaluation for new proposals is based on pass/fail gates for responsiveness and technical acceptability.
