This contract solicits quotations for the furnishing and delivery of one commercial-off-the-shelf medium voltage pad-mounted transformer (15 kV/4160 V, 5,000 kVA) to NASA’s John C. Stennis Space Center, specifically for the High-Pressure Gas Facility. The solicitation, issued by the NASA Shared Services Center, is a total small business set-aside under NAICS code 335311 and anticipates awarding a firm-fixed-price purchase order through streamlined commercial acquisition procedures designed for speed and simplicity. Delivery is required FOB Destination at the Stennis Space Center with acceptance and inspection conducted onsite. The contractor is responsible for manufacturing, testing, packaging, and shipping, but installation and site work are excluded. Key documentation including factory acceptance test reports, commissioning plans, maintenance manuals, and certifications conforming to IEEE standards and ISO 9001 quality management must be provided as part of contract deliverables. Evaluation will follow a lowest-price, technically acceptable basis, with offers first screened for compliance with the statement of work requirements and then evaluated for price reasonableness. The contract incorporates a comprehensive set of FAR commercial clauses addressing areas such as small business utilization, responsible contractor certifications, security prohibitions, and payment terms via electronic funds transfer. Packaging must include shock indicators and moisture protection with clear rigging instructions, and equipment must bear serial number nameplates for government property tracking. A minimum 24-month warranty and support obligations are imposed. Proposals are limited to five single-sided pages, must be submitted electronically to the designated NASA contracting point of contact by May 27, 2026, and require active SAM registration. The contract sets forth procedures for coordination before delivery and mandates compliance with domestic sourcing laws such as the Buy American Act. While no pricing estimates or option quantities are specified, the procurement emphasizes compliance with technical, safety, and quality standards to support NASA’s mission-critical infrastructure at a premier test facility.
