This is a notice of proposed procurement (NPP). The CSA requires continuous support for its Financial Systems Team from a technical standpoint (analysis and Advanced business application programming (ABAP) programming) and to address CSA clients’ specific requirements and implement the Digital Controllership Program (DCP) releases. It is expected that the Work will be conducted at the Contractor’s place of business. The Contractor’s resources must use a designated work location that conform to the security standards identified in the Contract. The Contractor’s resource must be able to communicate both verbally and in writing in either English or French at the advanced level. This requirement is open only to those Supply Arrangement (SA) Holders under TBIPS who qualified under Tier 1 for the following category: A.7 Progammer/Analyst (one (1) intermediate-level resource) • for suppliers who are SA-holders: first, email only the CSA Procurement Officer for this file and request to be invited. If you are not qualified under the stream(s) and category(ies) required despite being an SA-holder, you must then contact the SA Authority at PSPC to update your supplier profile. Proof of being added must be provided to the CSA Procurement Officer for this file before your invitation request will be considered. • for suppliers who are not SA-holders: contact the SA Authority at PSPC to be added for future opportunities. The contact info for the SA authority at PSPC is: rcnmdai.ncrimos@tpsgc-pwgsc.gc.ca .

Low-Pressure ICOS Instrument DevelopmentThe Canadian Space Agency is seeking a subcontractor to design and develop an Inter-Cavity Optical Spectroscopy instrument capable of operating under the low-pressure atmospheric conditions of Mars. The project involves integrating advanced optical and gas sensing systems to enable precise in situ detection and analysis of trace gases in the Martian environment. The instrumentation must be engineered to withstand extreme thermal and pressure variations while maintaining high sensitivity and reliability, ensuring accurate spectral measurements under conditions far removed from Earth-based norms. The successful bidder will be responsible for end-to-end development, including system architecture, prototyping, testing, and validation to meet mission-specific performance criteria. The submission deadline for proposals is July 27, 2026, with the opportunity posted on July 10, 2026, under NAICS code 334510, which classifies the work within the instrumentation and related manufacturing sector. Performance of the contract will be based in Longueuil, Quebec, and the work is categorized as a subcontract under the Government of Canada’s procurement framework. There is no set-aside designation specified, and the opportunity is open to qualified entities capable of delivering specialized space-grade optical sensing hardware. The project supports Canada’s broader goals in planetary science and robotic exploration, requiring a high degree of technical innovation and adherence to space mission standards.

Data Processing & Atmospheric Retrieval Algorithm DevelopmentThe contract supports the development of software algorithms to convert raw Fourier Transform Spectrometer data into calibrated profiles of atmospheric gas concentrations using solar occultation methods and radiative transfer modeling. The work involves creating robust computational tools capable of accurately retrieving trace gas amounts from high-resolution spectral measurements collected during solar occultation events, ensuring scientific validity and consistency with atmospheric physics principles. The algorithms must account for instrument characteristics, atmospheric conditions, and radiative transfer effects to deliver precise, reliable concentration profiles usable for climate and environmental monitoring. This is a subcontract issued by the Canadian Space Agency under the Government of Canada, with a North American Industry Classification System code of 541715 for scientific research and development services. The solicitation was posted on July 10, 2026, and responses are due by July 27, 2026. Performance is expected to take place in Longueuil, Quebec, and the contract type is specifically designated as a subcontract, indicating it is part of a larger program or project managed by a prime contractor. The work is critical to advancing space-based atmospheric observation capabilities and supporting Canada’s contributions to global environmental science.

Space-Based FTIR Instrument Design & EngineeringThe contract entails the design and engineering of a next-generation Fourier-Transform Infrared spectrometer tailored for space-based solar occultation missions, focusing on the development of a highly precise optical system, robust mechanical integration, and comprehensive thermal modeling to ensure performance in the extreme conditions of space. The project requires detailed alignment methodologies to maintain spectral accuracy and stability under launch vibrations and orbital environmental fluctuations, with all components engineered to meet stringent spaceflight reliability standards. The instrument will enable high-resolution atmospheric composition measurements by analyzing sunlight transmitted through Earth’s limb during orbital passages. Work under this subcontract is to be performed in Longueuil, Canada, and is classified under NAICS code 334510 for astronomical and optical instruments manufacturing. The Canadian Space Agency, representing the Government of Canada, is the contracting authority, and proposals must be submitted by July 27, 2026, following a public posting on July 10, 2026. This effort supports national and international Earth observation goals by advancing remote sensing capabilities for monitoring atmospheric gases and understanding climate change indicators from space.

Development of the Martian Atmospheric Gas Evolution Experiment – Inter Cavity Optical Spectroscopy (MAGE ICOS)The Canadian Space Agency is seeking specialized research and development services to advance the Martian Atmospheric Gas Evolution Experiment – Inter Cavity Optical Spectroscopy, known as MAGE ICOS, with the goal of enabling in situ detection of methane on Mars. The contractor will be responsible for developing and optimizing low-pressure ICOS instrumentation, significantly reducing its mass and volume compared to existing commercial systems, and verifying performance under simulated Martian atmospheric conditions ranging from 100 to 130 Torr. The project requires precise characterization of the instrument’s ability to detect methane at trace concentration levels and the delivery of comprehensive engineering reports, updated design documentation, and functional prototype hardware. This solicitation marks the beginning of a potential multi-year collaboration, with subsequent phases dependent on technical progress and alignment with the established R&D roadmap. The opportunity is issued under solicitation number 9F063-20250304 / Version 2, with a response deadline of July 27, 2026, and is open to eligible parties responding to the Canadian Space Agency through the Government of Canada’s procurement platform. All work must be performed in Longueuil, Canada, and inquiries should be directed to the primary point of contact, R&D Procurement, at rdapprovisionnements-procurements@asc-csa.gc.ca. The initiative is part of an ongoing effort to mature critical space exploration technologies and may lead to extended funding and collaborative development as the project evolves toward mission readiness.
