*Round 2 is being issued to update the scope of work and to change the site visit requirement from mandatory to optional.Purchase & install new flooring and polished concrete finishing at the ONIC/OIU Facility in Maumee, OH. The Ohio Department of Public Safety / Facility Management (ODPS) is undertaking a multi-phase carpet replacement initiative across designated floors within the facility. Funding for this project may be released in stages, and award decisions may be made on a floor-by-floor basis. As a result, ODPS reserves the right to issue limited awards based on the best interest of the organization, available funding, and operational priorities.

If selected, bidder shall execute contract document (items in red will be changed prior to award).INVITATION TO BID INSTRUCTIONSInstructions, Terms and Conditions for Bidding (revised 01/29/26, attached) apply to this solicitation.STANDARD TERMS AND CONDITIONSThe State of Ohio Standard Terms and Conditions (revised 03/31/25, attached) apply to this solicitation and will govern any resulting Contract.BRAND NAME OR APPROVED EQUAL SPECIFICATIONS: The products in this solicitation are being bid as BRAND NAME OR APPROVED EQUAL. For items designated “Brand Name or Approved Equal,” bidders offering alternate items must provide detailed written justification in their bid for each alternate item offered on how the item offered is equal to the item specified. Based on the written justification provided, the State will determine if the item offered is equal to the brand name item named and if to issue an “approved” determination for the item. The decision of the State in this regard shall be final.EVALUATION: Bids will be evaluated in accordance with ORC 125.07. In addition, the state will multiply the bid prices by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items.
