Full Description

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego intends to award a FFP (firm fixed price) single award contract on a sole source basis to Opal-RT Technologies. This requirement is for a real-time simulator system to study the performance of electrical power system on the fleet and evaluate the performance and impact of new electrical component, such as power converters and motors in the electrical power system. This action is being awarded on a sole source basis to Opal-RT Technologies in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency's requirements. The contractor, Opal-RT Technologies, is the only known source that is able to provide the necessary hardware and licenses to fulfill the U.S. Navy fleet's need; no other brand or company is able to provide the required simulators to support the mission and no authorized resellers exist. See attached sole source justification. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
