The Texas Department of Public Safety is seeking a contractor for a five-year engagement to provide administration, management, support, and potential enhancement work for the DPS OpenText system within a government cloud environment. The scope of work includes day-to-day operational support for document processing, storage, retrieval, and routing, as well as the comprehensive administration of hosting, data, networking, workflows, and applications. The contractor must adhere to strict service level agreements, including responding to Level 1 and 2 severity outages within one hour and delivering a fix within 24 hours. The cloud environment must be Criminal Justice Information System (CJIS) compliant and adhere to HIPAA standards if requested. All project personnel are required to undergo fingerprint-based criminal history background investigations at the contractor's expense. Award decisions will be based on best value standards, with a significant emphasis on probable vendor performance, including past experience and financial stability. The solicitation requires a detailed four-volume proposal submission, including a HUB Subcontracting Plan and a mandatory pricing schedule. System and code changes will be subject to a 30-business-day stabilization period requiring 30 consecutive error-free days for final acceptance.
