Operation & Maintenance for T-ATS NAVAJO Class Vessels

The U.S. Navy, through Mschq Norfolk, is conducting market research under solicitation N32205-SS-N105B-24-001 to evaluate industry capabilities for operating and maintaining five to ten NAVAJO-class T-ATS vessels, which are similar in design to Anchor Handling Tug Supply (AHTS) vessels and support towing, salvage, and undersea rescue missions. The scope requires contractors to provide fully qualified vessel officers including Dynamic Positioning Officers with Towing Officer Assessment Records and crew to operate and maintain the vessels to Military Sealift Command standards for material readiness, appearance, and seamanship at all times. The government will furnish or reimburse for equipment, tools, provisions, and supplies. Responses must include company identification, SAM UEI or CAGE code, socioeconomic status including SBA small business and 8(a) designations, and detailed capability statements demonstrating at least five years of experience operating and maintaining five or more DP-2 rated OSV or AHTS vessels exceeding 6,000 gross tons and 10,000 horsepower, as well as experience managing at least two repair availabilities for ocean-going vessels over $10 million and lasting more than 45 days in the U.S. within the past decade. Contractors must possess a SECRET-level facility clearance and be able to process personnel for SECRET clearances. Pricing must be submitted as firm-fixed-price per diem rates for Full Operating Status and Repair Availability periods, with FOS rates covering 56 hours per week per person for 365 days including holidays and overtime, and RAV rates including a 24-hour deck officer presence and ten-hour workdays with reimbursement for approved overtime. The anticipated contract structure includes a 12-month base period, four 12-month option periods, and a single six-month extension under FAR 52.217-8, with rates for the extension matching those of Option Period 4. The total performance period is expected to span from October 1, 2025, through September 30, 2030, with initial operations based on the U.S. East Coast near Norfolk, Virginia.
