Operation and Maintenance of the Groundwater Treatment System

The Government of Ontario, through the Ministry of the Environment, Conservation and Parks, is seeking a qualified vendor to provide licensed water treatment operators for the operation and maintenance of a groundwater pump-and-treat system in Peterborough, Ontario. The system is designed to capture a contaminated groundwater plume and discharge it into the municipal sewer system. The scope of work includes the management of six pumping wells at 398 Monaghan Road and one pumping well at 550 Lansdowne Street, both of which pump to a central treatment facility located at 511 Romaine Street. Key responsibilities include routine operations, weekly inspections to record flows, pressures, and hydro meter readings, as well as the collection and analysis of quarterly samples to ensure compliance with municipal sewer use by-laws. Additional technical tasks involve the removal, de-scaling, and inspection of groundwater pumps, and the calibration or replacement of flowmeters and pressure transducers. The contract is scheduled to begin on April 1, 2027, for an initial two-year term, with the Ministry holding the sole discretion to extend the agreement for one additional two-year term. Bids are evaluated based on a best score strategy totaling 100 points, split equally between a technical response and pricing. To be eligible for pricing evaluation, bidders must achieve a minimum technical score of 30 points, with technical criteria focusing on experience, qualifications, work plans, health and safety protocols, and continuity of operations. Mandatory requirements for bidders include providing a Canadian Business or Ontario Trading Partner attestation, proof of WSI A coverage, insurance, and a Tax Compliance Verification number. Bids must be submitted via the Ontario Tenders Portal by November 27, 2026.
