Operation and Management of the Henderson Sports Complex

The City of Henderson, Kentucky, issued Request for Proposal 24-32 to secure a professional operator for the operations, management, and maintenance of its new 58-acre sports complex. The scope of work encompasses comprehensive facility stewardship, including budgeting, marketing, personnel management, and recreational programming for ball diamonds and multi-purpose fields. The selected operator will be responsible for day-to-day upkeep, safety compliance, and revenue generation through concessions and sponsorships, while ensuring local recreational leagues maintain preferential, no-cost access to the facilities. The contract is designed as a performance-based service agreement with an initial five-year term, starting approximately April 1, 2025, and includes options for one or two additional five-year extensions. Award selection is based on a best-value trade-off method, scoring proposals across seven technical categories including qualifications, management, operations, marketing, and financial plans. Proposals were due by October 18, 2024, and required a notarized affidavit of Kentucky resident status or state tax and insurance compliance. The City retains ownership of all assets and provides budget funding, while the operator provides the professional expertise to manage the site.
