Operational Loads Monitoring System (OLMS)

The USDA Forest Service is seeking information regarding commercially available software and system support services for the Operational Loads Monitoring System (OLMS). This web-based application is used to analyze the magnitude and frequency of maneuver loading and turbulence experienced by aircraft during aerial firefighting missions to determine structural health and inspection intervals. The scope of work includes providing all necessary software and third-party licenses, performing security updates and middleware maintenance for Apache, Tomcat, or PHP, and ensuring 99 percent system availability. The government is considering a FedRAMP certified Software as a Service solution and requires compliance with Section 508 accessibility standards and federal security protocols. The intended contract structure consists of a base period with up to four one-year option periods. Performance will primarily occur at the contractor's site during standard Mountain Time business hours, though after-hours support may be required for emergency patches and critical troubleshooting. Administrative requirements include electronic invoicing via the Invoice Processing Platform in arrears by the 15th of each month and the submission of monthly status reports. Security mandates include background investigations for personnel with unescorted access to systems and the protection of sensitive but unclassified government data.
