Operations and Management of My People’s Market

Prosper Portland is seeking a qualified partner to manage and operate My People’s Market, a community-focused initiative serving over 700 small businesses in Portland, Oregon. The solicitation, numbered 25-10 and issued under NAICS code 561910, is not subject to Oregon’s public procurement statutes under ORS 279, but it is governed by ORS 192 for public records and ORS Chapter 279A-C for public contracting compliance, along with Prosper Portland’s own administrative rules. The contract term is anticipated to be three years, with the selected operator responsible for hosting at least three market events—specifically one in December 2026 and at least one each in 2027 and 2028—while also managing all aspects of event planning including site selection, vendor recruitment, programming, marketing, staffing, and day-of execution. The operator must convene and facilitate the My People’s Market Advisory Board at least twice annually and collaborate within a shared governance model with the board and Prosper Portland, which retains authority over key decisions such as sponsor approval, budget allocation, and vendor eligibility. Proposers must submit a detailed budget through a mandated template available on Bid Locker, demonstrating funding requests for venue, rentals, technical services, activations, marketing, and event staffing, along with separate estimates for indirect costs excluding direct event expenses. Proposals are required to be submitted exclusively through a designated JotForm link, and any submissions via other platforms will be rejected. Evaluation is based on five weighted factors: alignment with My People’s Market values (25%), sponsorship development strategy (25%), organizational capacity (20%), event marketing experience (20%), and creative vision for the market’s future (10%). The My People’s Market Advisory Board will review submissions and recommend candidates, after which interviews may be conducted with top-ranked respondents and Prosper Portland leadership will make the final award decision based on best overall value, benefit, convenience, and service. Proposers may optionally submit resumes of key personnel and links to past marketing campaigns. Insurance must meet Prosper Portland’s standard requirements, and all responses in the JotForm are capped at 200 words per text field unless specified otherwise, with strong encouragement to draft responses offline before submission.
