The Government of India entered into Foreign Military Sales case IN-B-UAK with the United States to procure 145 M777A2 Lightweight 155mm Howitzers. Under the terms of the Letter of Offer and Acceptance approved on November 30, 2016, specific integral components must be acquired from the original equipment manufacturers. This led to the issuance of contract W15QKN-17-C-0055, a firm-fixed-price supply agreement awarded on May 25, 2017, by the Army Contracting Command-NJ to Seiler Instrument and Manufacturing Company, Inc. The contract, valued at 25,499,466.25 dollars, covers the procurement of 145 Optical Fire Control kits and associated spare parts. These kits are critical support equipment used to measure azimuth and elevation, ensuring the M777A2 howitzers can aim with the precision necessary to hit intended targets. Due to the specialized nature of the equipment and the requirements of the original equipment manufacturer, the contract was awarded to Seiler using other than competitive procedures.

The Government of India has entered into FMS case, IN-B-UAK, with the United States to procure 145 M777A2 Lightweight 155mm Howitzers. According to the terms of the Letter of Offer and Acceptance (LOA) approved 30 November 2016 by the Indian and United States governments, procurement of the FMS requirement must be acquired from the original equipment manufacturers (OEMs). This resulted in a new firm-fixed-price (FFP) contract with the OEM for 145 Optical Fire Control (OFC) Kits and associated spare parts which are an integral part of the M777A2 system. The OEM is Seiler Instrument and Manufacturing Company, Inc. (Seiler). The OFC is an integral component for the operation of the M777A2 that measures azimuth and elevation to aim a howitzer with the utmost of precision in order to accurately hit the intended target. Therefore, the OFC and associated spare parts are considered to be support equipment as specified in the LOA and must be acquired from the OEM, Seiler, using other than competitive procedures.
