The Naval Research Laboratory intends to negotiate on an other than full and open competitive basis with L-3 COMMUNICATIONS SSG-TINSLEY, INC for the the fabrication and delivery of an optical telescope assembly (OTA). This effort is for the continued development of a highly specialized piece of spaceflight hardware with eventual insertion into a space mission. The OAT must be compatible with the hardware interfaces already established for the Joint Milli-Arcsec Pathfinder Survey (J-MAPS) Instrument Assembly to be launched in late 2011. The OTA must provide very accurate on-orbit astrometry, high precision photometry, spectroscopy capabilities, and thermal stability within the established mass and volume budgets. These requirements are both extremely exacting and highly unusual in their combination. The OAT must be delivered within twelve months after contract award. This notice of intent to negotiate with L-3 COMMUNICATIONS SSG-TINSLEY, INC. All responsible sources may submit a capability statement, proposal, or quotation, to the Contracting Officer, Naval Research Laboratory, Code 3230.DB, 4555 Overlook Ave., SW, Washington, DC 20375-5326 for consideration Other business opportunities for NRL are available at our website http://heron.nrl.navy.mil/contracts/rfplist.htm.
