Option Agreement for Revenue Ground Lease with Parkcrest Construction, Inc.

San Bernardino County has entered into an Option Agreement for a Revenue Ground Lease with Parkcrest Construction, Inc. for approximately 40 acres of county-owned land located in Chino, California. The purpose of this agreement is to facilitate the planning, entitlement, and environmental review required for the potential future development and operation of a non-aeronautical facility. The proposed site is intended for use as a storage and parking facility for trucks, trailers, and cargo vans, as well as the installation of electric vehicle charging stations. The agreement is structured as a conditional option, meaning it does not obligate either party to proceed with the development until all environmental reviews are completed and California Environmental Quality Act (CEQA) compliance is achieved. Currently, the project is classified as exempt from CEQA under Section 15061(b)(3) Common Sense Exemption, as the option agreement itself does not constitute a project with significant environmental effects. Administrative oversight is managed through the San Bernardino County Land Use Services and Real Estate Services departments.
